01 · OverviewTin Shui Wai, in brief
Tin Shui Wai is a satellite town situated in the northwestern New Territories of Hong Kong. Operating within the Yuen Long District, the settlement maintains a population of 286,232 residents under the Asia/Hong_Kong timezone.
Originally characterized by low-lying areas south of Deep Bay and gei wai fish ponds near Ping Shan, the location underwent major transformation starting in the 1980s. The Hong Kong Government reclaimed 2.4 square kilometres of land to construct the second new town in Yuen Long District and the eighth in the territory. A Chinese joint-venture company signed a contract for land formation valued at HK$820 million, requiring 20 million cubic metres of material. Tin Shui Wai Development, a firm owned 51 percent by China Resources and 49 percent by Cheung Kong Holdings, was involved in land development agreements before the first occupants arrived in 1991. Governor Chris Patten officially opened the new town on 26 March 1993, when the population reached roughly 30,000.
The urban layout is divided into a southern development zone, built to house about 200,000 people, and a northern expansion area known as the Reserve Zone. Infrastructure links include an LRT Light Rail Transit line and roads connecting to Yuen Long, Tuen Mun, and urban areas beyond, with the West Rail commission following in late 2003. In the northeastern section, a constructed wetland serves as a buffer before reaching the Mai Po Nature Reserve, evolving into the Hong Kong Wetland Park which opened to the public in May 2006. Linguistic communities within the territory utilize zh-HK, yue, zh, and en.
During the early 2000s, the area faced scrutiny concerning isolation, cramped public housing, and employment shortages, earning a reputation referred to as a city of sadness. On 25 November 2007, residents staged rallies outside government headquarters to request enhanced police enforcement, job creation, and additional hospitals. Planning differences separate the south zone from the north development zone, where residential apartment buildings are taller and denser following post-1997 housing targets.
