01 · Overview

Paulínia, in brief

Paulínia is a municipality situated in the interior of the state of São Paulo, Brazil. Spanning an area of 139 square kilometers, the city lies approximately 119 kilometers from the state capital and had an estimated population of 110,537 people according to the 2022 Census conducted by IBGE.

How did historical turning points shape the municipality?

The historical trajectory of Paulínia changed dramatically through agricultural expansion, industrial establishment, and political emancipation. Originally starting as a village called José Paulino, the area developed around a railroad station of the Funilense Railroad that was named after José Paulino Nogueira, a prominent farmer from Campinas. Due to a state decree prohibiting localities from bearing the names of living people, the settlement was renamed Paulínia when it was elevated to a district of Campinas.

Industrialization marked another major turning point for the region. In 1942, the installation of Rhodia on the São Francisco farm brought increased tax collection to Campinas. By the mid-1950s, a movement for autonomy led by José Lozano Araújo resulted in a plebiscite on November 6, 1963, which determined the area's emancipation. Law 8092 was subsequently published on February 28, 1964, officially creating the municipality of Paulínia.

A pivotal catalyst for rapid growth occurred when José Lozano Araújo, who served as the first elected mayor following elections on March 7, 1965, donated land and tax exemptions for the installation of the Paulínia Refinery (Replan). Construction on the oil refinery began on February 28, 1969, and it was inaugurated on May 12, 1972, in the presence of national figures including President Emílio Garrastazu Médici. Replan transformed Paulínia into a population attraction center, causing the number of inhabitants to surge from 6,900 in 1972 to 28,620 by 1973. Today, the refinery anchors one of the largest petrochemical poles in Latin America, which underpins the city's seventh highest per capita income in Brazil, alongside newer economic sectors like technology data centers operated by companies such as ASCENTY.
