01 · Overview

Kilamba, in brief

Kilamba is a planned urban development in Angola, situated about 30 kilometres south of Luanda.

It functions as the administrative centre of Belas Municipality within Luanda Province.

Kilamba Emerges After the Angolan Civil War

The concept for the city originated in the aftermath of the Angolan Civil War (1975–2002), when the government launched a housing programme to remedy severe shortages and to extend urban infrastructure beyond the capital. Construction began in 2008 under President José Eduardo dos Santos, and the first phase, covering roughly 30.5 square kilometres, was completed in 2011.

China International Trust and Investment Corporation (CITIC) designed and built the complex as part of a loan arrangement between the Angolan and Chinese governments. The development cost about US$3.5 billion and comprised around 750 apartment blocks ranging from five to thirteen storeys, together with schools, childcare facilities, commercial centres and a network of wide avenues laid out on a grid.

Initial pricing—averaging US$125,000 per unit—placed most apartments out of reach for ordinary Angolans, leading to low occupancy after the 2012 hand‑over and prompting international media to label the site a “ghost town.” In response, the Angolan government introduced mortgage subsidies, rent‑to‑own schemes and reduced prices to roughly US$70,000, reclassifying many units as social housing.

These measures triggered rapid demographic growth: about 40,000 residents were recorded in September 2013, the figure doubled to roughly 80,000 by 2015, and estimates reached approximately 129,000 by 2019. Contemporary statistics list the population at 237,528, reflecting Kilamba’s evolution into a major residential hub for Luanda’s salaried professionals and public‑sector employees.

Today Kilamba operates on Africa/Luanda time, uses the Angolan kwanza (AOA) and Portuguese (pt‑AO) as its official language, and remains a prominent example of post‑war urbanisation and Sino‑African infrastructure collaboration, often cited as Africa’s most successful new‑city project Quilamba.
